  • VA LEADERSHIP DENIES RNs BASIC RIGHTS

    Recently VACO called for the full implementation of President Biden’s Executive  Order, 14003 Protecting the Federal Workforce, for all VA employees except for  nurses and other of Title 38 Employees. Support for collective bargaining is  the policy of the US Federal government and Protecting the Federal Workforce  commits to fully supporting collective bargaining, union organizing, and to set  the standard of a model employer. 

    While President Biden’s executive order  would appear to be a reversal of the anti worker executive orders signed by former  President Trump, there also needs to be  a full revocation of Section 7422 of Title  38 US Code so nurses and all Title 38  employees have full collective bargaining  rights. The denial of full collective  

    bargaining rights effectively deprives RNs  the ability to formally bargain over staffing,  patient care, professional practice, wages,  and benefits. As patient advocates, nurses  must have the right to bargain over all  aspects of our work and practice.  

    As a female dominated workforce, we must  have the right to bargain over wages so we  can undo the centuries-old gender-based  wage gap. We are the voice of the patients.  We will not be silenced. 

    We must urge Secretary McDonough  and the VA to support the VA Employee  Fairness Act introduced by Congressman  Takano and Senator Brown. This legislation  would revoke Section 7422 of Title 38  US Code and give RNs full collective  bargaining rights and give us a voice in all  aspects of our work in the VA. As a majority  female workforce, Title 38 employees will  not accept second class status!

    TAKE ACTION NOW TO  ENSURE A VOICE ON  THE JOB! 

    Call the Senate hotline at 202-410-7717 and the House of Representatives  hotline at 202-519-0122 

    Tell your Senators and your 

    Representatives in Congress to:  

    1 Co-sponsor the VA Employee  Fairness Act and demand that  

    Secretary. McDonough supports HR  1948 (House Bill) and S 771 (Senate  Bill) to give RNs full collective  

    bargaining rights to ensure that  RNs have a voice to advocate for  our veterans, 

    2 Demand Secretary McDonough  immediately signs our contract as  agreed to by the VA and the NNOC/ NNU bargaining teams in 2018, and  

    3 Fully implement President Biden’s  Executive Order, Protecting Federal  Workforce and revoke the USC 7422  decision letter on official time for  Title 38 employees.
