AFGE 5th District Council 179 (C-179) is hosting a focused training session for AFGE VA Locals across the 5th District to strengthen our ability to protect VA employees by being proactive—not reactive—in the face of workforce changes and administrative actions.
This essential training will cover two key areas:
1. Reduction in Force (RIF) Preparedness

RIF procedures specific to the Department of Veterans Affairs under 5 CFR Part 351

Rights and protections for Title 5, Hybrid Title 38, and Title 38 employees

Navigating bump and retreat rights, retention registers, and competitive levels

Identifying and challenging improper RIF actions

Leveraging the 2023 Master Agreement and VA policy to protect employees before decisions are finalized
2. Administrative Grievance Process (AGP)

Understanding the scope and limits of the AGP at VA

Differences between the AGP and negotiated grievance procedures

Procedures, timelines, and filing requirements

Representation rights under the AGP

Proactive union strategies for non-bargaining unit employees and non-disciplinary matters
