ARBITRATION: Title 38 Proficiencies and NPSB actions

UPDATE: AFGE has invoked Arbitration regarding Title 38, untimely Proficiencies and sporadic NPSB actions.
Our attorney is preparing for arbitration based on delayed or absent Title 38 deficiencies and delayed or missing NPSB actions. In the 3rd step, grievance response management' committed to bringing proficiencies up todate' and having consistent NPSB actions. In addition, management agreed to provide a commitment letter with an apology to those employees affected. However, AFGE continues to hear from its BUE's that untimely proficiencies and sporadic NPSB continue to occur despite the grievances and time allotted to correct the issues. This is UNACCEPTABLE and AFGE will not stand for this dismissive behavior from the agency. AFGE has heard the frustrations of those affected and we stand in SOLIDARITY and FIGHT for you. We ask that you hang in there as we go through this arbitration process.
